With the objective of bringing about improvement in the managerial process, the Delhi Electric Supply Undertaking (DESU) was replaced by Delhi Vidyut Board (DVB) on 24th February 1997 retaining the responsibility of transmission and distribution of power in Delhi (including New Delhi Municipal Council (NDMC) and Military Engineering Service (MES)).
The Delhi Electricity Reforms Act, 2000 was enacted to provide for constitution of an Electricity Commission, restructuring of the electricity industry (rationalization of generation, transmission, distribution and supply of electricity), increasing avenues for participation of private sector in the industry and for taking measures conducive to the development and management of the electricity industry in an efficient, commercial, economic and competitive manner in the Nation Capital Territory of Delhi. It aimed at making the electricity sector more efficient through competition and providing benefits to consumers.
In accordance with the Sections 14 & 15 of the Delhi Electricity Reform Act, 2000 the Government of NCT of Delhi (NCTD) began reorganization of the electricity industry in Delhi, keeping in view the experience of unbundling and privatization of other States in the country and devised a restructuring plan.
The Government of the National Capital Territory of Delhi notified the Delhi Electricity Reform (Transfer Scheme) Rules, 2001 on 20th November, 2001, thus, paving way for unbundling of the Delhi Vidyut Board into 6 entities on functional lines i.e. Generation, Transmission and Distribution. Accordingly, the functions of DVB were unbundled into six companies/entities.
As per section 42 (5) of Electricity Act 2003, every distribution licensee shall, within six months from the appointed date or date of grant of license, whichever is earlier, establish a forum for redressal of grievances of the consumers in accordance with the guidelines as may be specified by the State Commission.
In exercise of the powers conferred on the Commission, by Section 181 read with sub-section (5) of Section 42 of the Electricity Act 2003 (36 of 2003) and all powers enabling it on that behalf, the Delhi Electricity Regulatory Commission framed Delhi Electricity Regulatory Commission (Guidelines for establishment of Forum for redressal of grievances of the consumers and Ombudsman) Regulations 2003. Pursuant to the Regulation Consumer Grievance Redressal Forum (CGRF) for TPDDL was constituted on 02.08.2004. CGRF looks into the grievances/complaints by the consumers in accordance with the provisions of:
• The DERC (Forum for Redressal of Grievances of Consumers & Ombudsman), Regulation, 2018
• Electricity Act, 2003.
• Delhi Electricity Supply Code and Performance Standards Regulation, 2017 and
• Schedule of Charges and Procedure Regulation, 2017
The Forum takes up any kind of grievance concerning with inadequacy, inefficiency or negligence in rendering the service by DISCOMs. The supply code also elaborates the complaint handling procedure as part of which every licensee shall prepare the Manual of Practice for Handling Consumer Complaints/Consumer Charter/Complaint Charter. The grievances arising under Section 126,127, 135,139,143,152 and 161 of the Electricity Act which mainly covers Unauthorized Use of Electricity, Theft and other irregularities of Electricity are not maintainable before CGRF
